Since its creation in 1992, SEML Orléans Gestion, which became an SPL (local public company) on November 25, 2022, has been responsible for managing and developing public facilities.
Its capital is currently divided between Orléans Métropole (52.15%) and Orléans City Hall (47.85%). The Chairman of its Board of Directors is Mr. Thibaut CLOSSET, Councilor for Orléans Métropole. The Chief Executive Officer of Orléans Gestion is Mr. Olivier ROUET.
Orléans Gestion manages parking facilities:
- the 12 parking lots* located in Orléans and Fleury les Aubrais, which currently offer 5,769 spaces
- On-street parking, parking meters: collection, maintenance, repairs, subscription management
- access to pedestrian areas (Martroi, Carmes, and the "old town")
*Carmes, Cathedral, Cheval Rouge, Danton, Gare des Aubrais (building and grounds), City Hall, Les Halles Châtelet, Les Halles Charpenterie, Media Library, Münster, Ice Rink, and Saint-Paul.
Paid street parking: 170 parking meters distributed as follows: 55 in the orange zone (short-term), 80 in the green zone (medium-term), and 35 in the purple zone (boulevards) for a total of 3,000 paid parking spaces.
It now has around 50 employees who help provide customers and users with a high-quality public service, in line with sustainable development principles (installation of low-energy lighting, electric charging stations, etc.).
In accordance with the law, the Gender Equality Index for 2025, based on 2024 data, has been updated.
This year, on the EGAPRO online calculation tool, the four indicators used to establish the gender equality index make it impossible to calculate the final result:
• Pay gap indicator: not calculable – reason: the workforce of the groups selected is less than 40% of the workforce taken into account for the calculation of the indicators.
• Individual rate of increase deviation indicator: 35 points out of 35
• Maternity leave return indicator: not calculable – reason: no return from maternity or adoption leave during the reference period
• High remuneration indicator: 10 points out of 10

Since February 1, 2017, the opening of the Parking Welcome Center, a one-stop shop located in the heart of the city at 27 rue Charles Sanglier, has made life easier for customers and users: subscribers, hourly parking customers, and residents/professionals living in pedestrian zones.

Since its creation in 1992, the company has continuously evolved by participating in the renovation or creation of various parking lots. Recent projects include:
- the construction of the Cheval Rouge parking lot with 250 spaces, open to the public since December 5, 2013
- Work to bring the Patinoire parking lot up to technical and accessibility standards and renovate its appearance in 2017.
- beautification work, complete repainting of the City Hall parking lot in 2018
- the installation of guidance systems in August 2019 in the Halles Charpenterie and Halles Châtelet parks, as well as the repainting of stairwells, elevator lobbies, and emergency exits, including the floors of all these areas, which were recoated with resin
- the renovation work, in 2021, of the two enclosed parks, Gare and Münster, located along the Orléans train station railway line, which now form a single entity: the Münster car park, with 546 spaces, open 24 hours a day, 7 days a week
- the construction, in 2021, of the Danton car park (340 spaces), located in the Interives de Fleury les Aubrais development zone
- The evolution of toll equipment with the rollout of new services for our subscription and "time-based" customers, mainly thanks to license plate recognition and contactless payments: credit cards and NFC technology integrated into smartphones, etc.
- the widespread use of LED lighting with presence detection for vehicles and pedestrians
