Since its founding in 1992, SEML Orléans Gestion, which changed its status to an SPL (local public company) on 25 November 2022, has been tasked with managing and developing the city’s public facilities.

Its capital is currently shared between Orléans Métropole (52.15%) and Orléans City Hall (47.85%). The Chairman of its Management Board is Mr. Thibaut CLOSSET, an Orléans Métropole Councillor. Orléans Gestion’s Managing Director is Mr. Olivier ROUET.

Orléans Gestion manages the city’s parking facilities:

  • 14 car parks* located in Orléans and Fleury les Aubrais, which currently account for 6,482 parking spaces (for cars)
  • on-street parking, with paid parking machines: collection, maintenance, repairs, subscriptions management
  • access to pedestrian zones (Martroi, Carmes and historical centre)

*Carmes, Cathédrale, Cheval Rouge, Danton, Gare des Aubrais (covered), Gare des Aubrais (outdoor), Hôtel de Ville, La Source, Les Halles Châtelet, Les Halles Charpenterie, Médiathèque, Münster, Patinoire and Saint-Paul, accounting for 6,600 spaces.

 

Paid on-street parking (225 parking machines), with 3,044 parking spaces: 791 spaces in Orange Zones (short stay), 1,113 in Green Zones (medium stay) and 1,140 in Purple Zones (Boulevards).

It has a workforce of around fifty employees, who all help to provide a high-quality public service to customers and users, and supports sustainable development, installing low-energy lighting and electric charging points, etc.

 

The French Law of 5 September 2018 on the freedom to choose one’s future career, makes equal pay between men and women an outcomes-based requirement for companies. In particular, it requires them to calculate their gender equality index on an annual basis, in an effort assess the gender pay gap. In accordance with the transparency requirements established by this law, the 2023 index, drawing on data from 2022, was 84 points out of 100, above the 75 percentage points required. The results are presented as performance indicators, as follows:

  • Gender pay gap indicator: 36 points out of 40
  • Difference in rate of individual pay increase indicator: 25 out of 35
  • Return from maternity leave indicator: non-calculable
  • High earners indicator: 10 out of 10

Since 1 February 2017, the parking information point, a single office located in the city centre at 27, rue Charles Sanglier, has provided assistance to customers and users: subscription holders, hourly-parking customers and residents and professionals living or working in pedestrian zones, etc.

Since its founding in 1992, the company continues to evolve, helping to renovate and build a variety of parking facilities. Amongst its recent achievements are:

  • construction of the Cheval Rouge car park (250 spaces), open to the public since 5 December 2013
  • work to upgrade the Patinoire car park in 2017, to comply with technical standards, improve accessibility and carry out cosmetic renovations
  • work to enhance and entirely repaint the Hôtel de Ville car park in 2018
  • installation of parking signage in August 2019, in the Halles Charpenterie and Halles Châtelet car parks, as well as repainting the walls of the stairwells, lift areas and emergency exits, and the floors of these spaces, including a resin a coating
  • rehabilitation work in 2021 of the two outdoor car parks, Gare and Münster, located along the rail tracks of Orléans station, converting them into a single facility: the Münster car park, with 546 parking spaces and open 24 hrs./day, 7 days/week
  • construction in 2021 of the Danton car park (340 spaces), located in the ZAC Interives development zone in Fleury les Aubrais
  • upgrading of payment facilities and deployment of new services for our subscription holders and hourly users, mainly via registration plate recognition and contactless payment: bank cards and NFC technology on smartphones, etc.
  • widespread use of LED lighting with vehicle and human presence detection.
